Across the country, Special Education programs are under more pressure than ever. Enrollment is rising, compliance requirements are getting more complex, and many districts and agencies simply don't have the internal capacity to plan for it all — from facility needs to program design to staff training.

Why this, why now

For many years, CESO has worked alongside districts, agencies, and communities to plan and deliver the facilities and programs people depend on. Special Education is a natural extension of that work — and an area where we know thoughtful, experienced planning can make a real difference in students' lives.

What's included

Our SpEd service line provides support based on the needs of each district, from addressing a specific challenge to taking a broader look at special education programming and systems. Areas of support include:

• Comprehensive program and fiscal assessments — taking an objective look at current programming, service delivery, staffing, finance, compliance, and other areas to identify strengths and opportunities for improvement.

• Program planning and service delivery — helping districts evaluate their continuum of services, specialized programming, inclusive practices, transition services, and overall program structures.

• Facility assessments and space planning — evaluating learning environments, accessibility, program locations, and space needs to support a range of student and programming needs.

• Compliance and due process support — reviewing practices, procedures, and student records to strengthen compliance and support effective IEP and evaluation processes.

• Staffing and organizational analysis — evaluating staffing models, caseloads and workloads, roles and responsibilities, leadership structures, and recruitment and retention needs.

• Special education finance and Medical Assistance billing — reviewing special education revenues and expenditures, identifying opportunities to maximize eligible Medical Assistance reimbursement, and supporting effective use of available resources.

• Staff training and professional learning — providing practical, customized learning and support based on district and staff needs.

• Leadership development and coaching — supporting special education leaders and district teams as they navigate challenges, establish priorities, and strengthen systems.

• Implementation support — helping districts move from assessment and recommendations to practical, sustainable changes in programming and practice.
